Colombian president signs legislation banning animal abuse into law

Bogota, Jan 7 (EFE).- Colombian President Juan Manuel Santos signed into law legislation to prevent animal abuse by amending Article 655 of the Civil Code to recognize animals as "sentient beings."

Bogota, Jan 7 (EFE).- Colombian President Juan Manuel Santos signed into law legislation to prevent animal abuse by amending Article 655 of the Civil Code to recognize animals as "sentient beings."

The legislation, passed by Congress late last year, imposes fines ranging from $1,100 to $11,000 on individuals convicted of "engaging in harmful and cruel acts against animals," a presidential statement said.

The law also calls for sentences ranging from 12 months to 36 months in prison, loss of civil rights from one to three years and additional fines of up to $13,260 for individuals "causing the death or serious harm to the health or physical integrity of wild, domestic and domesticated animals."

The legislation authorizes police to "conduct the preventive seizure of animals" without administrative or court orders when there is evidence of mistreatment of animals.
